It does seem that way, and IIRC there have been proposals for that site that have been publicly floated in recent years (maybe even by you? I don't remember exactly). However, I don't ever recall seeing any kind of 1960s era Lombard Place rendering that included that end of the site. So development there must have been a long term vision.
