This is what a lot of people were asking ~5 years ago. But when Saskatchewan ended theirs (which were almost identical to ours) and ALL the work came here, it was clear the tax breaks were a dominant factor.

For sure the dollar helps, but there's also lots of states where labour is cheap, unions aren't strong (or existent) and their closer to the production companies. The tax breaks make a huge difference.
