A prime example of that is the statue of David in Florence. It was vandalized and has people's initials carved into it before it was moved to its more secure current location.

In terms of the 1919 strike monument I think it is reasonable to be asking if there is a budget and plan for annual upkeep and maintenance. Being outdoors in Winnipeg it will suffer from the elements even if vandalism does not happen.
