I think I solved this mystery from years ago. My friend lives in one of these apts located at 10822 Ventura Blvd. The bungalows sure look like a match.
The above split screen is from 1964(historic aerial) and today. This is to show that the rear building had not existed didn't exist in 1964(as it does not in the Tower Auto Court photograph).
