On most years, both Montreal and Kingston freeze before Toronto and Windsor. Montreal does have some surprising years though and it often ends up making it to the final 5 or so. London tends to freeze earlier than all of those due to the lack of large body of water in the immediate vicinity.
My observations from the last few years in this very thread anyway, nothing scientific
