Yes, I edited my post because I remembered about the Newfoundland legislature grounds.
I am talking most specifically about the grounds themselves. The buildings are all from different eras and all look different but there isn't really a good excuse for the grounds to be shabby.
The Halifax one is particularly bad because there's such a disconnect between the landmark status of the building (Canada's oldest legislature) and the grounds (ugly parking lot). There's a statue in the middle of the parking lot too. It's not on the outskirts of town either, but rather in the middle of the city, in what could be a very nice area.
Part of the problem was there was so much neglect from about 1940-2010 that now a lot of old landmarks need to be completely overhauled. 1990-2005 in particular was a kind of urban dark age.
