If the mall were to be reconfigured in some way, it'd be cool to move some of the loading access on the east side and connect The Promenade east through to Carton in the lane between PP and the Free Press Building. The Promenade is remarkably well designed, with the right redevelopment around it (residential and office) all those CRUs could become attractive if they were to be opened up again.

I'd be all for closing the main floor of PP to make all the main floor units only open to Portage & Promenade. Fill in the openings in the second floor and make that the only "mall" part so you can keep the skywalk connection.
