Twisting 'garden' skyscraper to become Australia's tallest building

A twisting, tree-covered skyscraper in Melbourne is set to become Australia's tallest building, after it was announced Wednesday as the winner of an international design competition.

Set to break ground in 2020, the proposed "Green Spine" project comprises two main towers, the tallest of which will reach more than 356 meters (1,168 feet) into the sky.

The structure forms part of a new development on Melbourne's Southbank which is predicted to cost more than 2 billion Australian dollars ($1.4 billion). In addition to residential and commercial space, the complex will provide public and outdoor facilities, including a "publicly accessible" roof garden.
The winning proposal was designed by Dutch firm UNStudio and Australia's Cox Architecture. Its design features geometric glass facades and a "spine" of balconies, terraces and gardens filled with trees and foliage.
"Melbourne has beautiful gardens and beautiful boulevards," said Cox Architecture's principal director, Philip Rowe, in a phone interview. "The landscape is key to (living in the city) so we created a vertical boulevard ... that creates open space, neighborhood zones, pocket parks and public activity."

The larger of the two towers will stand more than 30 meters above Australia's current tallest building, the Gold Coast's 322 meter (1,058 foot) Q1 skyscraper.

"Green Spine" joins a growing number of foliage-covered developments proposed or completed in recent years, including architect Stefano Boeri's "Vertical Forest" in Milan and the forthcoming "Sky Forest" in Vietnam's Ho Chi Minh City.

"I think (architecture is) evolving from the late 20th and 21st century in that we're becoming more aware of the environment -- at a sustainable level but also at a human level," said Rowe. "A connection to landscape and greenery is a fundamental human 'want'."

I like it also. It reminds me of Al Hamra Tower, how the glass reveals the concrete/stone portion.

Beulah have lodged a planning application with the state government.

Based on a design by Dutch architecture firm UNStudio and Melbourne-based Cox Architecture, the proposal includes two twisting, terraced towers which would deliver close to 270,000 square metres of mixed-use space.
The taller tower would comprise 101 storeys, according to plans lodged with the state government, and rise to 365.1 metres, overlooking its companion, a 56-storey, 250-metre tower.
That would make it the tallest tower in Australia, dwarfing nearby Australia 108 at 312 metres or 319 metres to its tip as well as the Q1 tower on the Gold Coast which claims the mantle as Australia’s tallest, at 322.5m to its tip.

City of Melbourne council officers have recommended the city of Melbourne council support the application that's with the Victorian Planning Minister (who has planning authority in this case).

Pan-OPS (Procedures for Air Navigation Services – Aircraft Operations) air traffic control height has been identified by the applicant as 357.2m AHD. The proposed east tower measures 368.1m AHD (365.1m above ground level). The proposed development therefore seeks to exceed the current Pan-OPS aviation height by 10.9m.

They have applied to exceed the Pan-OPS and are waiting for the decision. If The aviation authorities say no the height of the taller tower will be reduced to 355.2m and 100 levels.

The proposed Floor Area Ratio (FAR) is 38.16:1 equating to a required FAU of $137,287,700. The FAU requirements have been more than satisfied via the provision of office space (27,233sqm) equating to an FAU of $149,781,500. The office use is secured for a minimum 10 year period via permit conditions
requiring a S173 agreement.
10. The applicant has also proposed additional public benefits in the form of podium level 24/7 publicly accessible open space, a $5,000,000 development contribution toward Council’s Southbank Boulevard upgrades, a 100 place child care centre, and a Community Conference and Entertainment Facility to be made available to a not-for-profit organisation. These aspects of the proposal are also secured via permit conditions requiring a S173 agreement.

The public conservatory on level 101 will be 355m above ground.

Long story short: planning approval looking more likely soon / if CoM likes it, it'll probably sail through (subject to federal regulations on PANS-OPS / possible 10m height chop).
