I'm glad to see downtown get some positive attention. Yes downtown Winnipeg is on its way back .... its just a matter of reaching a criticle mass, where more restaurants and bars can start filling up some of the smaller buildings on Portage.

I am not a big fan of government buildings ... but an extra 2000 people should add alot to the area.

Over Schedule and Budget

No surprise on the schedule and cost increases. Both of those items were already there when they started digging the hole. It's just that it's a safe time to report them now as things are well underway. It wasn't hard to fiqure out the construction schedule of this building size and type would take you beyond late 2007 and into spring 2008. Construction costs have been going up by 1.5% per month from the time the original costs were announced.

Manitoba Hydro Website

Found this on the Manitoba Hydro website

Quote:
Schedule and Cost Update

The schedule and budget for the project have been revised, with building completion now scheduled for May 2008 and budget increased by 7.8%. The revised project budget is $278 million, an increase of $20 million from the budget announced in July, 2005.

Factors contributing to the new scheduled completion date include:
  • availability of skilled workers due to very strong construction activity in Manitoba
  • foundation re-design due to water table conditions
  • difficult foundation construction due to soil conditions
  • unique design requiring more time for concrete work on each floor than originally planned

Factors contributing to the increased project cost include:
  • severe price increases for materials used in building construction (cement, steel, copper, etc.)
  • tight labour markets locally and nationally, with difficulty in attracting skilled labour
  • design modifications

You have to wonder whether Hydro really needed to blow nearly $300 million on an office building.

Yes I agree ... and made my views well known back towards the leadup towards the announcement of this government mega project.

I also believe I mentioned something about a guarentee that this project would go over budget and be behind schedule.. and low an behold... guess what.

Reasons this project went over budget:

- all major government projects go over budget unless they are P3's, where a private business is handling the project.

Reasons this project is behind schedule:

- all major government projects finish behind schedule.

Government is the least efficient form of organization. In private enterprise the weak half all businesses go under or are taken over... in government the beaucracy continies through time... through the decades... and face very little acountability.

I will see if I can find my prodiction of this project... its magic.

^ a big reason the project is over budget and over schedule was unforseen problems in the foundation. It had nothing to do with government bureaucracy. Blame the soils or geotech guy.

.... the indifference to it in Manitoba is extremely shocking and massively disappointing.

Too bad because Manitoba deserves much better than the waste and mismanagament it blissfully overlooks.. and a culture of indifference.

Its seems that private projects budget for these issues. The MTS centre which is two blocks away finished on budget and on schedule.

Maybe we can create better excuses ... umm how about elves are hidding all the equipment at all governemnt work sites.

^ you are comparing apples to oranges there.

the mts centre is just a typical building on a typical foundation. The hydro tower is built with a complex geothermal system, as well as requiring a different foundation because it is a tower and not a squat rectangular box.

Hey I wonder if it was the soil which is driving the Floodway expansion into the stratisphere in over unbudgeted expenses...

Damn we didnn't expect soil when we were digging a ditch.

Maybe we should just get rid of all the governments in the world if newflyer hates it so much... Then we'll see what kind of world it will be.

As for me, I would already have committed suicide, because I wouldn't want to live in a world like that.

Once again it called bugeting .... as I recall the dismantling the old Eaton's building had some issues.. but any wise buget has some funding for unforseen problems.

Of course the better the planning and knowledge of the site, the less chance of problems.

Governments should save itself the imbarassment of trying to partake in business. Government should engadge in P3's .. and stay out of the way of efficienct oragnizations.

Its the best for everyone.. government included.
