The same way many other residential buildings hid the parking... you wrap the sides of the garage with apartments. One developer in Chicago even split the "liner" out into a separate project that was a little more artsy and exclusive than the enormous highrise behind it (there is a connection through the party wall so residents of the smaller building can access the garage).
New Orleans really needs to insist on this kind of design if more highrises continue to go up, and stop worrying so much about compatible paint colors and railing designs
If there's still a huge ugly garage at the bottom of the building, that's literally just lipstick on a pig.
