In answer to this question... "Yes and No".
This section of Scarborough is secluded on the other side of the 401 from Scarborough Town Centre highrises. However, it's beside a 14 storey office tower and a ~12 storey Delta hotel, both of which are just north of the 401 on Kennedy Road.
The proposed site for Metrogate is behind the office tower, so it won't be right on Kennedy Road. Formerly, the site consisted of a handful of single storey warehouses and a facility that included parking and driver training for large transport trucks (18-wheelers etc.). Essentially it was an urban wasteland, and IMO is ripe for urban development and intensification.
Right now, the area looks like "ugh", but it has potential. If the city ever moves ahead to complete the Sheppard Subway to connect with Scarborough Town Centre, then this site will be close to a proposed subway station. Also, with road realignment, it could be very close to a pre-existing GO station on Sheppard, just east of Kennedy. Currently, a railway and a concrete waterway block access to Sheppard, so something would need to be done to fix that. Lastly this site provides quick access to the 401, and if a pedestrian tunnel were to be built under the 401, then residents could have close walking access to Kennedy Commons - a box store type mall - but it includes movie theatres, a grocery store, Chapters bookstore etc.
Done correctly, I think this development might work!
Also it provides urban intensification in an area outside of the core.
