I had never seen a Tower rising up like that.

and it looks like they stopped the core, and are now finally letting the steel rise, which answers my last question.

I heard that the ugly brutalist monstrosity next to the shard could get a reclad, is this true or just a rumor?

Yes, last year there was an announcement that it would be reclad by 2012. It's gone a bit quiet since then.

Does anyone think London is starting to develop a different relationship with the skyscraper? London has historically been a city that has not been defined by iconic skyscrapers. Tall buildings have sprouted up here and there but the character of the city has remained sprawling and horizontal. Now for the first time people are talking about tall buildings in an iconic sense. Its an exciting new day for this dynamic global city.

^yep theres very leetle space in London for plazas, new buildings are just plonked down into the existing fabric, (but highly integrated at street level)

Between this project and the new Bishopsgate tower which is about to rise, London has two of the nicest towers rising in the western world.
