It was started in 1848 and was finished in 1884. Construction was halted in 1858 and started up again in 1878 because of budget constraints. The architect also died before it was finished.
That first diagram must have been created just after the Washington Monument was completed since the Eiffel Tower isn't shown there. Eiffel Tower was completed in 1889.
The 2nd diagram isn't complete of course and neither is the first one. The 2nd one shows buildings completed from sometime after 1908, (Singer Building was built that year), but is missing some. I'm sure there are others, but just off the top of my head the Texas Capitol is missing there and it is 311 feet tall built in 1888, and I see other younger shorter buildings shown there. It's also interesting to notice that the Metropolitan Life Building, 700 feet and built in 1900 is missing there as well a slew of others. That diagram must have been a promotional thing for the Singer Building.
