Yes you are right, they don't have the lowest low in all cases

Link for all of Canada so someone can double check other province . Unfortunately, the Canada page doesn't include every weather station , but it has the major ones so could work for the freeze list.

My backyard thermometer got down to -0.1C. There was a paper-thin layer of frost on the car windshield this morning. Nothing visible on the rooftops.

Ottawa got down to 0C (or -0.3) as has been said.

Gatineau's low was +1 so I am between the two as usual.

Québec City, Sherbrooke and Trois-Rivières were not even close to freezing last night, which shows the cold air hadn't reached that far east yet.
